When fish are working steadily on something too small to identify, they are usually on midge, and often on a whole cluster of them balled together in the film rather than a single insect. That is exactly what this imitates: peacock herl palmered with grizzly hackle, sitting half in and half out of the surface so it reads as a scruffy knot of life rather than a neat fly.
