A beetle that has fallen in cannot swim, cannot escape and cannot do anything except lie there, which is why trout eat them with no inspection whatsoever and why the correct way to fish this is to do nothing at all. No twitch, no lift, no help. Cast it in tight under a bank and leave it. The foam means it will still be sitting there when a fish finally gets around to it, and the bright spot on top means you will know when one does.
